Build the profile page. The page has information about the person and can be accessed by putting the username into the url (i.e. it should be user/profile/username/<username>. This should be okay since we only allow usernames with no spaces and no funny characters and usernames are unique.

The profile page displays the username and the user picture. Then it displays any information the user has not made private. In the box below any of the following actions are displayed about the user:

1. Any comments the user has made on any content.
2. Any ratings the user has made on any content.

I think that's it. If there's more, I will add it to this ticket.
