Build the basic code structures for SHG.

1. Create a Repository.
2. Build new Milestone.
3. Instantiate a Framework.
4. Check-In (Import) or Copy initial repository revision.
5. Set up sandbox space for testing on development server.

1. Create new AAAA record
2. Create new Apache Virtual Host
3. Create new DB instance.
4. Associate Project with Testing Environment structures.
