BHG Task: Properly populate Development Database for Testing/QA Process

Populate the Development database such that it contains a sufficient set of data for technical testing and quality assurance.

Basic data needs are:
1. Sufficient Content loaded to review Video and Article pages
2. Content organized (database relational records exist) so that Category and Subcategory pages can be reviewed.
3. Content organized such that Feature Queues (Homepage and Category/Subcategory pages) can be reviewed.
4. Content organized such that "What's Next" section of Video pages are reviewable.
5. Surveys uploaded such that Survey and All Survey pages can be reviewed.
6. Content organized such that Calendar pages can be reviewed / Time-line can be reviewed.
7. Solr Search database is indexed so search results are relevant for review.
