It's pretty unclear what checking the box will do. It currently changes the privacy setting of the checked option to the opposite of what it currently is. So if it says public and you check it, it turns to private. 

Possible solution:
Have 2 checkboxes, one for private and one for public. This would make it more clear what action you're taking."	enhancement	new	major	Unattached Tickets	standard platform		New (Not Allocated)
