     115 - When not looged in and i click flag - the register box should be popped open. 
     116 - The "Please login or register to rate this comment" is shown when the user attempts to flag a comment. This should be changed to "Please login or register to flag this comment as inappropriate" 
     117 - the flag link should be moved to the right to be right justified under the '+' and '-' buttons. 
     118 - In the back-office the comment table should also show the number of times a comment has been rated. 
     119 - We should have a way to timestamp that a comment has been reviewed and approved or removed as a result of flagging (lets discuss).
