Administration permissions and access logs

Admin tool for creating users setting their permissions and storing their access logs

Access in
Labs -> Admin Manager

- Not everything is logged, reply to this ticket for anything that needs to be logged if not logged.

1. should have control over sending and syncing newsletters so that only certain users can actually send a newsletter.
2. Should log anytime somebody changes a media pack
3. should restrict/log changes to containers
4. should restrict/log changes to the feature queue
5. should restrict/log changes to principals

7. should restrict/log changes to employee manager
8. should restrict/log changes to the redirect manager
9. should restrict/log changes to the mrss manager
10. should restrict/log changes to the tag filter manager
11. should be able to show a log narrowed by the individual user
12. should restrict/log changes to the admin manager

All added except restrictions to things that uses DataManager?, but everything here is now logged.
Will need to think of best way for DataManager? restrictions.
- also this will be ongoing ticket, so just reassign to someone who can enhance and not put testing failure. Thanks :)

- also log reports is using the new ReportMaker?, it has filter by user date range and action
