New Left Navigation Design and System (Navbar 2.0)

Major enhancement and rewrite of the Left Navigation Bar.

1. Talk Bubbles (tool tip functionality) replace old roll-overs.
2. Arrows to the left of each navigation topic that include sub-items allow the link to be opened via a list-tree navigation.
3. Rewrite of the Navigation to optimize database operations and simplify the addition or removal of new navigation operations.
