"YouTube Video of the Day" link on homepage

Need to create a back office tool for all of our channels (Phg, CHG, NHG, SHG, HG, Illumistream, Etc...) that allows us to post a simple text link to appear above the subscribe box in the right column. The tool should allow us to control the following:

Link url:
Anchor text:
Font Size:
Graphic: (image url for 100x75 graphic)

Yes- also i might need a bit mockup to just make it look better, now its just text above an image

Ok... need the following please.

1. if no image url is given it should not display an image. or we should have the option to not display the image.

2. image should be above link

3. need someway to tighten up the height of rows of text when the link runs on to multiple lines.

4. The link should underline with rollover.

5. if there are multiple links it only shows the most recent... should have an active/inactive toggle and show all active links.

6. should also be able to control the order of the links.
