COMMENTS.

1. the word 'comments' needs to be in a #e7e7e7 title bar box (pls make this the width of the the double lines directly above it
2. the close box in the upper right hand corner of the login/reg box below the comments--pls move it up so there is equal space to the right of it and also above it
3. in login/reg drop down box, the 'enter username' and 'enter password' is artwork and all the reg text field talk box things--pls make it like the comment policy roll over (which is not artwrk). so just in a white box w a gray outline.
4. 'commenting policy' and 'forgot password?' need to be underlined

Additional QA from Chris:
On comments, there does not seem to be any plus or minus buttons to fix the rating
-There is only a rating when something is rated, there should be a default for when a comment has not yet been rated that says "rate me"
-the + and the - do not show up unless a person is logged in, makes it difficult to tell that there is an option to rate it. the buttons should always be there and if a person tries to rate a comment without being logged in, it should trigger the dropdown login form and a tooltip explaining that they need to login

Additional QA from Chris:

- The +, -, and flag controls should have rollovers with the same text as the previous version of the site. the style of the rollovers can mirror the more current design as used in the "Commenting Policy"<---am moving this to the #203 BHG Comments.

2 Problems:

1) the drop down form does not actually log me in.
2) the "POST A COMMENT" stays above the form and looks strange when it drops down.
