Updates and fixes to the Top Timeline

Per #185:
1. the boxes above the timeline should follow the mouse similar to the phg timeline
2. there should be text that appears above the points on the timeline with rollover that say 'week 6', or 'month 2'
3. the heading "Newborn (month 1-8)" should change to "Newborn (weeks 1-8)"
4. the heading "Infant (month 3-12)" should change to "Infant (months 3-12)"

Additional:
5. The last (right-most) dot of the Newborn section, the one that should be for Week 8 is broken. The dot appears but no id appears to be associated with it.

Per #185:

* Added class switch when the user enters a timeline dot so that the box highlights and all the others are turned off. When the user leaves the timeline, all the boxes are highlighted again. This behavior is identical to pregnancy.

2. there should be text that appears above the points on the timeline with rollover that say 'week 6', or 'month 2'

* Thomas: Added text for these conditionals as per pregnancy

A. The behavior of this time line is quirky in that it doesn't have the same motion and control as the pregnancy timeline. We'd like to address this and make it's action more like that of PHG.

1. Timeline roll over function should work like pregnancy. when rolling btwn the diff months in Newborn, the gray bounding box around Newborn should stay there--it currently comes de-selected or "undone" btwn the months, causing the other gray boxes on the timeline to pop up. Basically, the BHG timeline is too sensitive..pls make it function like the PHG timeline--even when the user's mouse is a little above or below the dots, the color around the months/week they're in stays. Let me know if this doesn't make sense. Thanks!

10. Rollovers should be centered vertically – i.e. moved up a little.
11. We should have rollovers for fertility, pregnancy, birth, and toddler, even if they repetitive, for consistency and to make it clear to the user when they’ve rolled over something.

12. its hard to put my finger on it but the rollover motion for this timeline does not seem to be as fluid as the PHG timeline.... perhaps it just needs to allow for a greater are of sensitivity or something to that affect. perhaps we can just look at this together and compare the two of them.

This issue can be put on hold for now, timeline tasks should take lowest priority.

rescheduled for Release 17--the timeline from default was moved to standard for now just for Pregnancy because the BHG content is still not complete. Information related to that switchover is in ticket #258
